Riddler is hosting a game show in one of those inflatable sumo suits of himself and throwing tomatoes at anyone who laughs at him (Robin gets completely pelted when they go to stop him)

Penguin let 19 different penguins labeled 2-20 out into the street and they are biting people.

Ivy replaces firefly’s flame throwers with biodegradable glitter canons (batgirl approved) since he kept scorching her plants

Harley is setting up cartoon style traps (painted tunnels etc) and for some reason people keep falling for them

Clayface is actively pretending to be a biblically accurate angel and is just wandering for the sake of it

Mad hatter has filled the Harbor with tea and is swimming in it

Scarecrow gassed 3 different buildings with harmless Vapor but people are panicking regardless because it’s green and they’re all traumatised

Mr freeze is helping penguin in his bullshit by making snow-penguins and throwing balls of ice at red Robin specifically

Condiment king had occupied a bat burger and absolutely nobody wants to go deal with him

Calendar man has made it so these all go on within the same 24 hours of one another for continuity

you can't have scarecrow robbing the bank by cutting a hole in the window because that's catwoman's thing.

you can't have two-face setting the fire department on fire because that's firefly's thing.

you can't have harley quinn use polar bears to distract batman because that's mr freeze's thing.

you can't have poison ivy make a riddle about plants for batman because that's riddler's thing.

you can't have music meister sing a song about plants because plants are poison ivy's thing.

even without how they conduct their robberies and shenanigans, they all have different interests. this makes them different from each other because of their backstories and motivations. a lot of the gotham rogues have similar experiences with being in lab incidents or being disfigured or experimented on in the past which caused them to become a villain.

mr freeze became a villain because he's trying to save nora.

harley quinn became a villain because she fell in love with the joker.

mad hatter became a villain because he fell in love with someone that didn't love him back.

riddler became a villain because his boss didn't fw him.

Joker, Professor Pyg, Two Face, Poison Ivy, Penguin, Firefly, Clayface, Mr. Freeze, Harley Quinn, Killer Croc, and Music Meister! Lots of… drawings…
