the situation started in Salem Village AKA Danvers, the core group of accusers and accused were from there, and the ideological conflicts between Salem Village and Salem town are believed to have been a major source of the tension that enabled the whole situation to spiral when it by rights should not have

however

it did grow to encompass most of the North Shore before the whole thing was over, the accused were primarily held in a jail in Salem town (modern-day Salem), and some aspects of the trials even got as far south as Boston

I too once believed the whole "it didn't even happen in Salem!" thing; it's a compelling idea! but it is ultimately an oversimplification, and a lot of relevant events did happen in present-day Salem
