So that’s Elizaveta Tuktamysheva, and the video is of her gala exhibition skate from 2018 Skate Canada International (at which she won gold). She won bronze at NHK Trophy that year, and bronze at the Grand Prix Final. She has landed the quad toe loop, although not successfully in competition. So basically, in addition to preparing a very exciting exhibition skate, she’s just plain impressive as a figure skater overall. :)

To the people like me who don’t know a lot about ice skating but were watching like “Is this allowed?? Is this allowed???” some people in the replies have pointed out that gala exhibitions have different rules than the usual stuff you see and are meant to be super flashy and exciting like this, so that’s why she can use props and take her hair down and parts of her costume off without getting disqualified.
