He's actually there for word play; there are other USA Aldi commercials where it's just normal workers explaining various ways they keep prices so low. But in this commercial he explains that you use a quarter for the cart and so Aldi saves money by not hiring "cart wranglers". Cowboys who wrangle the animals are known wranglers, so boom.
