"making them afraid will make them more racist" that's wild to me, because we live in a whole culture of social consequences for antiracism anyway. It is literally safer to be a racist than it is to speak up against it, socially.
Idk about you, but "I'm afraid no one will want to be my friend if I'm a white supremacist" seems like a pretty logical thought process to have, and I wish THAT were the normal and not "I'm afraid my friends will hate me if I tell them they made racist jokes".

I had a more intellectual answer for you, but tbh... Then I guess they'll find out. And when they do, they have two options: apologize and actively commit to doing better, or understand that they are choosing racism and will be treated as such. Because the society we live in, somehow option number 2 is the easier route due to a lack of social consequences for being a bigot. I don't think choosing to be a bigot should be the easier route. It should suck to be a racist.

If door ID checks, and other safety guide rails are functioning, then yes I think the kids could be at the club. My uncle took me to a club that allowed kids a few times when I was young and it was a lark. I drank soda, danced, marveled at the fog and lasers. Literally it was fine.
The problems that they're claiming to want to solve are still problems that need solutions, though. Roblox is a festering waste pool, YouTube and tiktok pull kids into bad places and encourage bad behavior, Instagram and Snapchat are so incredibly bad for kids mental health. Kids are not mentally equipped for the unfiltered Internet like adults and even teens are (some of the time).
Most parents don't do shit about their kids' Internet habits, many that do don't do enough or do way too much for the wrong reasons (ie block kids from queer support but for some reason not from radicals and other awful things).
I'm generally all for children's rights, but the right to a safe and happy upbringing supercedes the right to tiktoks showing kids shove things in electrical outlets at their schools, so what's a better solution?

Before I start, I am fully with you on this, social media is not the problem itself.
There is a case to be made, how social media like Facebook, Tiktok, Instagram and the like is bad for mental health and development. Which it can be.
There is a genuine issue with the effect these apps have on attention spans, mental health and even physical development.
There is a shit ton of things wrong with the internet, and public spaces irl.
BUT it's almost like it's the parents' job to individually assess if their child is able to handle that. Not the government's. Especially not trough putting the same restriction on every child weather they need it or not.
A 15 year old child, who also happens to be an art student can not access ANATOMY REFERENCES in Britain, because nudity is flagged as adult and websites showing it require IDs. How is that benefitial to children's development. How does this protect anyone?
It is inherently wrong to exclude young people from pools of knowledge.
This is not on the level of asking for an ID before you enter into a nightclub, this is on the level of asking for an ID to enter into a museum of fine arts, because the Statue of David is there and it's nude.
I went to a catholic school, and the two statues guarding the art room were a copy of the Statue of David and the Birth of Venus inspired statue.
The level of exclusion is ridiculous. Even if there is an argument that 14 year olds shouldn't be on porn sites (pretentious to act like we didn't look them up out at that age), there is no reason to exclude them from spaces that are neutral to age...
So to answer the question: education... Education will solve this issue. Educate the parents. Educate the children. Teach them about internet safety. The solution is not taking away the information we deem "bad" the solution is teaching children how to access good information and how to tell apart trustworthy and untrustworthy sources.

One movie won't be able to do that alone, one Coleen Hoover book getting a movie adaptation, won't make abuse romantic in the eyes of the majority of people, but if more-and-more books and movies show the same thing, then it does reinforce the idea that what is being shown in these is romantic and normal.
Fiction has an impact on reality. Especially on the personal level. I have been saved by a book, I have been made uncomfortable by a book...
And yet, censorship is not the answer. It has never been. It has always been education.
