Its on page 26 as part of the illustration for Hey Diddle Diddle.
I cant figure out who the specific illustrator was but on Millers Wikipedia I found some the illustrators fro the series included Maude and Miska Petersham, Fay Turpin, Donn Philip Crane, Hilda Hanway, Milo Winter, and Peter Newell. So it could be any one of them but i don't know for sure. Edit: upon looking at some of their wikipedia pages im fairly sure its Fay Turpin.
