In Extroyd, after certain events, Luciel felt that almost no entity could care for children, so he issued a decree that any child born without proper care, or whose parents refused to care for them, had to be handed over to the council!

(Anubis, who had fallen into Luciel's trap, owed him a debt, so Luciel entrusted him with finding and rescuing abused children and punishing anyone responsible.)

In the council, they chose the new guardian of such a child, with the help of the symbol of feelings and K, the oracle.

Each organization cared for/trained these children so that one day, perhaps, they could ascended as symbols.

(Before this decree, the council already did this, but only with children who had already ascended as symbols.)

I laugh at this part because it literally looks like the Hogwarts house system XD

Some examples are:

Those who came under Hitori's care were the ones with the most willpower, brute strength, and determination.

Those who stayed with Jupiter were those who sought the truth or specialization in one or more subjects.

Those who came under Mephisto's care were ambitious, greedy, possessive, and sometimes deceitful.

With Raphael, the symbol of justice, were those who followed an unbreakable and unquestionable moral code!

Lilith was associated with the obsessive, spontaneous, lucky, unlucky, and of course, maniacal gamblers.

These were just a few examples, but some symbols even shared custody of children for teaching purposes, and perhaps the child adapted better with another person!

Any member of the council is permitted to take care of someone; some adopt them as children or siblings, others as work colleagues, and still others, as a profit.

Incidentally, Zo treats them like younger siblings.
