The fagging arrangement is depicted here as symbolically similar to a marriage. (Needless to say Ciel is a fag in name only, as he immediately makes Sebastian do all the actual hard work.)
I note that the English dub substituted the word “drudge”, which while thematically similar, is not quite the same (and not nearly as funny-in-hindsight).
