Walburga hates Sirius inheriting everything. But she hates Lucius Malfoy inheriting it even more.
hahahahahahaha oh my god I love it. This is canon now. I need the fic SO badly. Also I bet she has a portrait in Lucius’s house that she sometimes visits so she can taunt him.
Combine this with the theory that the Malfoys were comparatively-recent up-and-comers and the true purists of the Black family looked down on them a bit and Lucius landing a Black bride was a major success, and you get Walburga really feeling the agony of this.
Walburga thinking Narcissa's parents should've disowned her too, just like Andromeda.
Walburga being as pissed as Lobelia Sackville-Baggins about the thought of Narcissa (and therefore Lucius) getting anything.
Walburga going straight into a decline when Bellatrix's arrest and sentencing mean Narcissa is going to be the Black family heiress and taking the agonizing step of reinheriting her disowned son to keep her from inheriting anything from her branch of the House of Black, just in case he might've stuck his dick somewhere during his rebellious years and there's a bastard running around with her son's blood.
Walburga being more of a raging bigot than anyone, Voldemort included.
Walburga putting "Sirius and/or his heirs" back into the will as some kind of magical Hail Mary to keep it out of Narcissa's hands just in case Sirius has an heir of some kind---even his halfblood godson---even that is better than the house and the fortune going to a Black who's a blood traitor.
I mean, you can't really hold pure standards to families like the Potters. But a Black? Narcissa was supposed to be sacred, and she didn't; let her reap the consequences of seeing what would have been her inheritance get thrown into the proverbial mud.
And it's devastating, and it's bitter, but she thinks of Lucius' face when he realizes that marrying Narcissa meant the Black family fortune got dumped on a blood traitor and a muggleborn and their halfblood son, or on some random bastard of who-knows-what matronymity, and that soothes her long enough to sign the damn will.
(This also makes Bellatrix's disdain for Lucius much more interesting.)
