That's not how Satan tells the story to God while Aziraphale and Crowley are in private talking at the end of S3.
When Satan says, "he said 'let's not do that, and just say we did'."
In this sentence, Satan is talking about Crowley.
Crowley is doing God's will at the start of the Job episode.
"But isn't Crowley supposed to be thwarting God somehow?" absolutely none of you asked.
Ah-ha! But Aziraphale and Crowley did come up with a plan, which was actually Crowley's doing and how he sold it to Satan saying "Let's not actually do that, and just say we did."
Since Crowley actually has above any other angel or demon powers of things like light and lighting and bringing people back from the dead, and you know... the power of Creation and all, that he didn't even have to use here but very well could have.
Bunch of people forgot that.
So, Aziraphale and Crowley instead use magic and deception in Season 2 to trick every angel and the divine will of God into the fact that Job has new children with new names, but are secretly actually Jobs old children who disappeared in a destructive,erasing fire who reappeared alive somehow as if resurrected.
And that's what they did before God and Satan in Season 3 too.
And as for all the other souls on Earth? It was Yejoshua's role to use his hands and help them pass through him from one world of existence into the next. Which was his very last act on Earth.
