I have an instinct that the first answer is that the waist might not be as small as it looks, simply because the ENORMOUS lapels and shoulders make the waist look smaller than it really is.
The second answer is that smaller sizes of historical clothing are more likely to survive than bigger sizes! Nicole Rudolph and Abby Cox both have excellent videos on this, which I highly recommend, but here are some main points:
Clothing was frequently taken apart and remade in as styles changed. It’s easier to take apart and remake a larger size of dress than it is a smaller one, so fewer large-size pieces of clothing survive.
In the case of ready-made clothing like shoes, the more average sizes would get bought out first, then the larger sizes (you can wear a too-big shoe, but not a too-small shoe), and all of the unworn stock that would be left would be the tiny stuff–so the tiny stuff was more likely to survive in a more pristine condition.
Clothing that wasn’t taken apart and repurposed was often worn until it was worn out (including by second-hand owners). Clothing in very small sizes often didn’t get worn out because the person wearing it grew out of it first: very small sizes were often (as today) worn by teenagers who were still growing. And it was harder to pass on smaller clothing to second-hand owners because so few people could fit into it.
So if the smallness of the waist isn’t an optical illusion caused by the enormousness of the shoulders, then it’s also quite likely that this was originally worn by a teenage girl who grew out of it, so it never got worn out–but it was SO snazzy that she kept it. Which is how it survived to today!

PSA PSA for those who might not be able to read what this tiny ass screenshot says + without the unnecessary passive-aggressiveness:
Go to Voice & Video settings.
Turn off Automatically Determine Audio Sensitivity.
Move the slider over to the left to suit your sensitivity (avoid pushing it all the way to the left to cushion possible background noise).
This should prevent you from cutting out so long as said issues aren’t because of Microphone or Connection issues. Great fix for those with quiet voices or garbage microphones.
Here’s a screenshot of that for our visual learners. It’s a mobile screenshot, but desktop Discord looks exactly the same, just wider.

To everyone in the comments- No, the beetles aren’t killed for their wings. These jewel beetles have short adult lives (2-3 weeks) and the wing casings are harvested after their death to ensure their conservation.
The Victorians did not invent beetlewing art. This species of beetle is indigenous to South and South East Asia where beetle wing art actually originated. Thailand, India, Myanmar, China, and Japan all practiced beetlewing art before the Victorians. Most notably, they have been used for centuries in clothing and art in the Thai royal court. Queen Sirikit has promoted beetlewing art in an effort to revive Thailand’s art and cultural history. Queen Sirikit has also forbidden the harvesting of the wing casings prior to the beetle’s death to protect them.
Unfortunately, it is hard to find old Thai art online but here are a couple of examples.

I really hate how “your partner shouldn’t be a psychic” has evolved into “you cannot expect your partner to be intuitive to your needs or wants at all” because that’s… quite frankly ugly and a really good way to make your relationship feel like a chore.
I pay attention to the things my partners like and Store That™ in my little brainspace until it becomes useful. My bf likes tea. We were cleaning out an office full of stuff yesterday and they had some tea leftover they would’ve thrown out, so I took it home to him. Wow! He didn’t tell me he needed or wanted that, but he appreciated it because it’s something he likes.
Not everything has to be some grand gesture to show your s/o that you’re into them and you’re paying attention to them. I recall someone saying they wrote down things about their S/O and their interests so they could look back and remind themselves since their memory sucked. Things like that matter.
And I think it’s really cruel to tell people, and especially women who this type of shit is always put towards, that they aren’t allowed to want romance or spontaneity because it’s an “unreasonable” expectation. It really isn’t. Healthy communication does not inherently mean constant hand-holding.
