If you read the book, or rather books, Hannibal Lecter is actually substantially Italian. In all likelihood the reason they have him in that straitjacket is to prevent him from making needless exaggerated hand gestures.

He is actually Lithuanian. However, I am not against putting Italians in straitjackets so they could stop doing those hand gestures/joking

Almost all the sources just say he is Lithuanian. However, you’re not wrong that he as Italian ancestry. But he is still referred to as Lithuanian descent and being nationally Lithuanian.
