I try to directly reference the previous years as little as I can and mostly go off my memory to really see how differently I interpret it and I always find the little differences interesting

In what world is District 13 the moral/politic opposite of The Capitol

If we put it on a spectrum, 13 would absolutely be between the Capitol and the other districts

Like are people literally just looking at the aesthetics and nothing else? Is that where that's coming from??
