American elections run through state governments and thousands of county and municipal offices: clerks print ballots, secretaries of state certify, governors sign, and federal agencies have almost no role in that sequence. In Republican trifectas whose officials already comply with instructions that lack legal basis, parts of an attempt could take effect. In states that refuse, none of it has to. The condition of states diverging that far inside one federal system is the collapse of a nation and it could be just a few months away.
