I have an insane idea about a mockumentary about the Gotham rogues. it follows oswald cobblepot, aka the penguin, in the iceberg lounge. the show mostly takes place within the iceberg lounge. similar to the office, but the show would follow the lives of the rogues. ranging from popular rogues like edward nygma/the riddler to some unpopular or under used rogues like drury walker/killer moth.
oswald serves as a crime boss, like usual, and a leader of a rogue-like group to the other rogues. the rogues have many meetings with each other, formal or just casual. the camera people, which there's only like 2 of them, record rogue parties in the lounge and secret meetings.
victor fries/mr freeze, my favorite guy ever, has his own room under the lounge due to the cold climate and theme the building has. he'd appear in most episodes where he's staying with Oswald, but also appears in the background just hanging out within the building. one of the camera operators will follow him around sometimes. he doesn't show it but he actually hates being recorded.
the rogues that would appear most are the most stereotypical ones of the gallery. edward nygma/the riddler, harvey dent/two face, and jonathan crane/scarecrow are usuals. every a list to d list rogue would make at least one appearance, even if they are a background cameo. I'm sorry but joker would not appear. the rogues do not like him. this to get around me not liking him being used in the media so much, again very sorry joker fans. also for obvious reasons, Hugo strange wouldn't make many appearances, nor ra's al ghul.
different rogues would appear together multiple times. the usuals like the dork squad and the birds of prey. but also victor fries/mr freeze and garfield lynns/firefly hang out a lot, along with bridgit pike/lady firefly would every so often appear together. a very popular duo and occasional trio.
a lot of the time the show would just contain clips of the rogues drinking and playing card games. the show would be a mix of, like I said, the office and always sunny in philadelphia. a tone down of the media on the rogues. showing their true sides and not their fabricated headlines in the news.
other activites would consist of robbing banks together, infiltrating galas and museums, fighting batman or the bat family, and going to yearly villain meetings.
