The Courier should know who the factions are because they've been in the world the whole time and it would be weird for them to have to ask basic questions like that. Granted, some players headcanon their Couriers as amnesiacs, but the wording of "what are your thoughts on the factions, Specific NPC I'm Talking To" beautifully allows them to maintain that narrative while also allowing players whose Couriers should be savvy about the world they're in to maintain that narrative as well, without missing out on important setting information.

This is an in-game sign with an out-of-game message to the player. It’s at the back of Goodsprings Cemetery, which is one of the first places you’re sent as a new player in the tutorial. If you stay inside the cemetery, all you have to face are some bloatflies and maybe a small radscorpion.  If you ignore the sign and venture beyond it, you will quickly find out how Deathclaws got their name.  This is why I love New Vegas. There is absolutely nothing stopping you from venturing beyond that sign if you want to. There’s no invisible wall or pile of junk or magical forcefield. Go on, explore! Just know that if you ignore the helpful signs the game puts up for you, you’ll probably die in about 2.5 seconds.
