It’s all well and good to tempt people into military service by promising them that they can get a free farm when they’re done but the problem is that you’ve actually gotta give all of them a farm afterwards or else you have a bunch of very angry and combat hardened mass of people with zero farming chores to distract them away from cutting off your face.
