You know... I keep asking myself how Janey got to her vault pod with Barb if she was with Cooper when the bombs dropped, but he somehow didn't make it in. The ideas with the Vaults were that they were meant to be close so that when the bombs dropped, people that had bought space would have time to get to theirs quickly.
So why did Cooper look for Barb and Janey way up in Oregon if they lived in California? Wouldn't she have been close to Hollywood still? Because her office was there. Wouldn't he have known where their space was? And, yeah, special vault for management and Coop had already checked the one in California and it turned up nothing, he said. But why wasn't he in a vault?
He also met with Moldaver once in Bakersfield (where we get a great little shot of a very Sanctuary Hills-esque community). I thought this was fan service, but what did Vault 111 specialize in? Cryostasis. But he had also mentioned buying a ranch in Bakersfield with Barb in the hot tub scene. There's a vault in Bakersfield, Vault 12. And in the last episode, Norm discovered that Barb was the one who approved all of the Vault experiments (which is enough to me to qualify her for Villain in Chief, even if she didn't drop the bombs personally.)
You know whose name I didn't see in the New Vegas vault on a pod in that quick pan over? And even assuming Cooper's slot would have been relocated to his closest vault, it doesn't change the fact that BARB KNEW WHAT EVERY EXPERIMENT IN EVERY VAULT WAS GOING TO BE. And you wanna know what Vault 12's experiment was? To observe the effects of radiation on the human body by the vault door not sealing all the way.
I don't know what this is all circling, but I'm not well right now.
