the main issue is that the specific conditions for ursaluna to evolve no longer exist. the peat that triggered ursaluna's evolution was formed in the crimson mirelands, which makes up the area where the modern-day great marsh and lake valor are. unfortunately, the changing world climate, construction in the area, and the harvesting of peat for industry have depleted the peat supply in this area. peat is a slow-growing resource, and some of the plants that used to grow in these areas are no longer found there (sootfoot root and caster fern in particular are thought to be a major component of the peat), so any peat that does build up isn't going to have the same qualities as the peat needed for ursaluna's evolution. theoretically, we could artificially recreate this peat to allow ursaring to evolve again, but given that their natural environment no longer exists as it did when they were still around, it's not something i see happening anytime in the near future.
