Hands down, it's Soundwave and Thundercracker as they share the collective brain cell of the faction and have enough patience to tolerate the general public... and not immediately lash out from insensitive/ignorant remarks that blow their cover. They're also mindful about nutrition requirements, and no amount of pleading, begging, and coercion will force them to spend the whole budget on just booze and Squeezits.
