Prologue and Carmen herself
Note: This is a post related to my Masterpost ACME Point NEMO HQ (WOEICS prequel fic).
1985: Carmen captures Maelstrom (TheĀ Titanic incident). She is the "Star Agent." The world is simple: Good vs. Evil.

"Maelstrom was a former marine biologist from an unknown part of Europe (strongly hinted to be Norway), who turned to thievery during some point of his life. By the 1980s, he had an established criminal empire and reputation as a master criminal, which immediately had the attention of a then-minor ACME Detective Agency and its rising star agent, Carmen Sandiego. Together with her new robotic partner, the Computerized Holographic Imaging Educational Facilitator (C.H.I.E.F.), they managed to stop Maelstrom's plan of raising the wreckage of the RMS Titanic, a day before the actual discovery of the ship on September 1, 1985. Arrested, he promised to take revenge on Carmen, claiming they were not so different many times before."
1985ā1994 (The 9-Year stay-cation): Carmen is promoted/exiled to Point Nemo. While the world thinks the Cold War is "ending," Carmen is at HQ watching the "Trash" (satellites, treaties, black ops data) get buried. She realizes that A.C.M.E. isn't winning; they are just hoarding the weapons of the next war.
How does she get said promotion?
Carmen is back in her office when she gets a letter of recommendation in her A.C.M.E office in San Francisco 1985 to come work at Point NEMO.
Carmen shows it to her Inspector asking if she could leave and the Inspector encourages her. There is some exposition and dialogue based on how she feels about her office before she packs up to move to the big prestigious A.C.M.E HQ where her friends are.Ā
Since Carmen captured Maelstrom she figures that helping more global threats will help prevent more dominant political powers like guerilla warfare or terrorists from invading.Ā
Even if her original premise about A.C.M.Eās intentions shows her original thinking we will soon see that her vision is not so clouded showing she doesnāt believe compromise exists when it comes to superfluous ideological promises.
1994 (The Breaking Point): This is Year 9 (she is now 26). The year Carmen decides that if History is "over," sheās going to be the one to restart the clock.
No this does *not* include time travel thereās a different method to restore past events in the Cold War (1985-1994) using the A.C.M.E supercomputer located in the bottom floor in Point NEMO that no A.C.M.E or V.I.L.E agent has knowledge of or is restricted from going there.
1994: 26 year old Carmen Sandiego is working in her personal office when she gets a message from her 90s laptop and sees V.I.L.E contacting her. This is the first time she has ever heard from this organization and was determined to complete her investigation on this mysterious organization within one year or less. She accepts the competition since her 9 years āsolvedā cold cases results have never failed her so why now?Ā
She later discovers how V.I.L.E is connected to A.C.M.E. slowly.
Carmen later gets captured by V.I.L.E and the paradox is maintained because the alternative is catastrophic.
WWIII Trigger: If ACME is exposed as compromised, the 1920s Treaty is nullified as explained by Roman to her. Sovereign nations would descend on Point Nemo to seize its archives, inevitably triggering World War III if the treaty is compromised by Carmen (or really by anyone else).Ā
Carmen wants to maintain the reputation of A.C.M.E and to prevent the world from being nearly destroyed so she agrees to work with V.I.L.E as a thief in team C.A.R.M.E.N.
As we see later Roman has his own personal reasons to take down Malestromās plan so he works with Carmen who he knows is closest to capturing Malestrom from her records.
Carmen works with not only Roman but other team C.A.R.M.E.N members to investigate V.I.L.E to dismantle it.Ā
In this version I plan on making Carmen a war criminal (I know this sounds alarming but this is supposed to be thematic) Team C.A.R.M.E.N are terrorists but Carmen believes that she will have to make difficult decisions to protect Zack, Ivy, Chase, and Julia and the coworkers that have suffered under A.C.M.E even if it alienates her coworkers (friends?) knowing that she has been keeping secrets behind their back. The thing that separates team C.A.R.M.E.N and Carmen herself is that they are terrorists working for V.I.L.E and Carmen is an anti-villian (a villain with good intentions).
Defining the circumstances: Carmen does know about V.I.L.E but she canāt expose the identity of this organization to her coworkers in A.C.M.E or else she believes that V.I.L.E or other competing territorial factions in countries will come after her because she holds such important information.Ā
Her coworkers believe that they are fighting against a certain paramilitary forceās leaders which they mistake to be the White Fang and mixed up V.I.L.E and the White Fang. The A.C.M.E agents donāt know the existence of V.I.L.E.
Point Nemo is described as a "pressure cooker" of paranoia rather than a sanctuary.
Isolation: The facility is hidden even from other ACME agencies worldwide, serving as an archive for "Cold Cases" that are actually V.I.L.E. cover-ups.
Sleeper Reality: For agents like Carmen, the paradox creates a utopia-like scenario where the enemy is the person sitting in the next cubicle. She is forced to act as a triple agent, pretending to be a thief to draw out a ghost organization that is already legally protected by her own employer.
10 Years: September 1, 1985 ā¶ September 1, 1995.
3 Months: September 1, 1995 ā¶ December 1, 1995.
7 Days: December 1, 1995 ā¶ December 8, 1995.
Carmen's story starts in the 9th year somewhere in 1994. To determine the date of the timeline Ivy starts as a Brown University graduate leaving to see her brother Zach she her term ends August 5, 1994.
A direct cross-country flight from Providence, Rhode Island to San Francisco takes approximately 6 to 6.5 hours.
However, because direct commercial flights out of Rhode Island T.F. Green International Airport (PVD) to San Francisco International Airport (SFO) are historically rare, a standard mid-90s connecting flight with a single layover (usually in Chicago, Denver, or Detroit) takes a total travel time of 7.5 to 9 hours.
Because Ivy is flying westward from the Eastern Time Zone (EDT) to the Pacific Time Zone (PDT), she gains an additional 3 hours on the clock due to the time zone difference.
If Ivy leaves her Brown University dorm, arrives at PVD, and catches a flight that departs at 12:00 PM Eastern Time, she will touch down on the tarmac in San Francisco at approximately 3:00 PM Pacific Time on that exact same Friday, August 5, 1994.
She steps off the plane, meets up with Zach at the terminal, grabs her luggage, and is fully deployed in San Francisco before the sun even sets.
This is also the date of my pilot episode.
Legal Framework: The 1920s Treaty
The foundation of this paradox is a multilateral superpower treaty from the 1920s. This treaty established Point Nemo as a global neutrality zone, placing the autonomous structure outside the reach of sovereign laws. Under this agreement, ACME is granted a specific, limited mandate: its only permissible conflict is with V.I.L.E. b/c V.I.L.Eās role is that they keep interfering with world history.
A.C.M.E agents like Carmen are tasked with maintaining global security aka preventing v.i.l.e from stealing, tyranny, war crimes, preventing war before it happens and generally stopping team C.A.R.M.E.N (cinder fall/carmen sandiego, adam taurus, raven/roman, mercury/the malachite twins, emerald sustrai, and neo politan).Ā
In exchange for stopping v.i.l.e from āchanging the events of world historyā a.c.m.e will get special seats in countries or negotiation for supporting its agents since point nemo is essentially a paid vacation for a.c.m.e agents to stay.Ā
Occasionally Carmen will have to attend as ambassador and other a.c.m.e agents into other countries who are affiliated with them to discuss how to support a.c.m.e and its citizens who decided to work at point nemo.
As long as agents wear the ACME badge, they possess diplomatic immunity, making the building itselfārather than the people within itāthe entity protected by international law.
A.C.M.E agents live inside their offices if they are required to stay longer (depends on their profession and hierarchy in the organization).Ā
In the Point NEMO continuity, A.C.M.E. no longer stands for "Agency to Classify and Monitor Evildoers" but instead derives its identity from the political philosophy known as "The End of History"āthe belief that humanity can eventually arrive at a final social and political order beyond major ideological conflict. Following decades of global warfare, A.C.M.E. establishes Point NEMO as a neutral sovereign intelligence state and engineers a closed historical loop spanning 1985ā1994, trapping the world in a perpetual golden age where large-scale wars, political upheavals, and historical change can never fully occur. To preserve this artificial peace, conflict is redirected into controlled theatrical struggles between A.C.M.E. and its eternal rival V.I.L.E.Ā
V.I.L.E acronym does not stand for "Villian's International League of Evil" NOR does it stand for "Valuable Imports and Lavish Exports" but a different acronym connecting to their philosophy that acts as a starch refutation against what A.C.M.E stands for. V.I.L.E. is not merely a criminal organization but the philosophical antithesis of A.C.M.E., believing that history only progresses through struggle, revolution, instability, and violence.
While A.C.M.E. seeks to freeze humanity at the end of history, V.I.L.E. seeks to restart history by reintroducing genuine conflict and change. Unbeknownst to most participants, both organizations have become dependent upon one another: A.C.M.E. requires a manageable enemy to justify the existence of its peaceful world order, while V.I.L.E. requires A.C.M.E.'s artificial stability as the system it seeks to overthrow.
Together they perpetuate an endless cycle of simulated conflict designed to prevent real war, trapping heroes, villains, and entire generations inside a historical paradox where peace survives only because war is constantly being rehearsed.
The contradictory nature of ACME Point Nemo HQ, a facility that functions simultaneously as a shadow global arbiter of justice and a protected haven for the very corruption it claims to fight.Ā
This contradiction stems from their main goal which is to maintain the timeline of history or their philosophy āend of historyā fitting for Carmen's possible prequel backstory to the āWhere on Earthā series takes place after September 1, 1985.Ā
The story cuts to a post-timeskip after nine years (1994) where we see Carmen.
Since the Cold War ended later in 1991 A.C.M.E manufactured conflict with V.I.L.E by creating a fictionalized version of what happened after 1985 during the Cold War. As a result, the world is living in a fictional sci-fi reality of what happened after 1985 instead of the current 1985-1991 timeline.
Carmen is living in a fake reality of 1994 if the Cold War āstoppedā and reached some conclusion (I didnāt think this far since I'm not an āAlternate History Hubā person). After 1985 itās just anime hijinks basically combined with alternate history. *Just b/c the events are manufactured doesnāt mean the characters are, they only exist in the limelight b/c of a.c.m.e/v.i.l.eās interference*
Carmen is a sleeper agent of V.I.L.E when she receives a message on her office 80s old laptop where she accepted a challenge to hunt them down out of her own volition.Ā
She solved every cold case at her office for nine yrs. since 1985 and V.I.L.E hiding in plain sight upset her. She wants to investigate the organization to stop them from harming other people (she thinks they are a low-level threat like a small coup or thugs at first).Ā Ā
The "paradox" emerges from the fact that V.I.L.E. and ACME are geographically and structurally the same entity.
Malignant Ideology: V.I.L.E. is not an external rival but a "malignant ideology" infecting the ACME architecture from within.
Infiltration: High-ranking V.I.L.E. leaders, such as Gunnar Maelstrom, operate as legitimate ACME personnel (e.g., marine biologists) to coordinate shadow networks while utilizing ACME resources.
Diplomatic Shield: Because of the 1920s treaty, the world's governments are effectively funding the organization that is destabilizing them.
How A.C.M.E was built (and why itās connects to Cold War themes):Ā
The military-industrial complex (conditioning agents): A.C.M.E as an HQ was built around point NEMO which consisted of crashed satellites, they took the satellites and created basically an underwater bunker and top bunker for training facilities.Ā Ā
āA neutral buoyancy pool or neutral buoyancy tank is a pool of water in which neutral buoyancy is used to train astronauts for extravehicular activity and the development of procedures. These pools began to be used in the 1960s and were initially just recreational swimming pools; dedicated facilities would later be built.ā
In a.c.m.e, agents would be sent to these underwater locations to prepare them for any situation whether it was space or an underwater marine mission. V.I.L.E could attack from anywhere and they needed to be prepared for anything.
Using real NASA-style neutral buoyancy tanks for space/marine missions" makes A.C.M.E. feel like a military machine.
This military-industrial complex theme will be explored as more of the characters like Ivy (Chaseās niece) and Chase explore around A.C.M.Eās building. There is also General Ironwood who is the head of all military operations around A.C.M.E.
The point in showing these locations is to accomplish multiple things in the story including showing characterās personalities, the location itself, how other characters react to one another, etc. anything important in scriptwriting
