Did everyone forget that gas and bus repair cost money? And drivers need to be paid? There is no world where the bus could be free without the money coming from somewhere else. The driver won't just 'be going that way anyway' because they need to eat. They won't 'be going that way anyway' if they have no gas or the bus won't start.
