Frodo was in danger many times. Who could have taken the ring, had things gone differently? Quite a few of those enemies seeking the ring were loyal to Sauron and would simply it over to him, like the Ringwraiths, orcs, etc. But some enemies, and some friends, might claim it for their own. The Balrog (!)

Lobelia Sackville-Baggins

I think if any of the good guys took it and claimed it would be bad. Practically anyone at the Council of Elrond. Either the scenario Galadriel predicted and we’d have an evil queen or king; or they would try to use it against Sauron and lose it to him. I could see Arwen or Aragorn seizing it quickly when they realized the other was about to succumb to the ring’s power and put it on. Sacrifice themselves to save their loved one.
