I don’t think David Lynch’s films share a “universe” but he does use consistent imagery, sound, color in symbolic ways throughout his oeuvre and you start to kind of get the meaning even though I don’t think it’s a literal thing you decode and I don’t think the meaning is precisely the same in every film it just starts to make intuitive sense after awhile.

There are red curtains in blue velvet (in Dorothy’s apartment) I never noticed that before.

No one was a creep at blue velvet and there were only a few laughs (in places that were actually appropriate) what a low bar but it was a relief.
