Being an NHL enforcer is a special brand of insane. Your job is evil. You know it's evil. Everyone knows it's evil. But it's Your Job. It's the only job you know. You (usually) make up for it by being charming and fun and a good locker room presence. You also take incredible pride in how good you are at your job, which is evil. You are good at your evil job. Everyone in the locker room loves you and everyone in the fanbase loves you and everyone outside of the fanbase hates you, until you are moved to their team and they love you, at which point everyone in your former fanbase hates you. In all of this, you are a man amongst boys, and you know it, and they know it, and those boys want it too. Your job is evil but you are good and hated, and loved. And all of this will kill you in the end, because the body can only withstand so much physical trauma night after night.

I find it deeply distressing that [my favorite/any] NHL team would consider signing any players that were involved in the recent Hockey Canada scandal. This is not just about the game of hockey, but a deeper and more pervasive issue of the culture of sexual assault within hockey. While none of the players were convicted of sexual assault (due to insufficient evidence), the evidence is clear that these men deeply traumatized EM, trauma that has taken her years to recover from. By signing Hart, or any other player involved in the scandal, Vegas sends a message to sexual assault survivors, and indeed many female fans of hockey, that their voices are not important, and that what they have gone through does not matter if the person that abused them is marginally better at a sport than someone else. This goes against Vegas's core value of community.
[If Vegas goes forward and signs Hart, I will: cancel my season tickets/not renew my season tickets/no longer buy tickets/cancel my KnightTime+ subscription/no longer be a fan of the team/whatever other consequence you can think of.]
Please reconsider signing Carter Hart. By not signing Hart, the Golden Knights can take a stand for sexual assault survivors, underline that there is no room for such heinous actions in the NHL, and reaffirm that hockey truly is for everyone.
As a HR person, I'm going to very gently suggest another template that gives the same message in a way that will be more received by the target audience. In the end, the HC Five were not convicted of sexual assault, so arguing 'they did it anyway' is not going to go far (even if we all know that's what happened). The judge did not say there was insufficient evidence, but rather that EM's testimony could not hold the weight of evidence. Writing either of those things is basically telling the NHL that a Superior court conclusion should simply be ignored, which is not a strong argument for those who believe Hart 'won'. It also gives you little ground to stand on, because the Knights will just point back to the case and its verdicts.
But you can still strongly argue against Hart being hired. Maybe consider something like:

While the court cannot make judgment's of a player's character, it is the NHL's duty to ensure players are well-rounded representatives of hockey's core values. Hart's behaviour that night was unacceptable, and typified the pervasive, problematic attitudes within hockey culture that have repeatedly made news in recent years, including acts of violence, discrimination, and repeated sexual assault allegations. The NHL and associated organizations have worked hard to change this culture - thus, to sign someone who is the face of that very culture is to revert all progress that has been made. It signifies hockey's refusal to change.
I cannot support a team that believes his behavior is fitting to represent our sport at the professional NHL level. As I've pointed out before, use the league's own language:
troubling and unacceptable behaviour, poor moral judgment
falls short of standards we want to see in the league, not the values we want to see in role models
Be the pearl-clutching, think-of-the-children caricature that gets attention. Conservative executives listen to other conservatives. Use their language. Emphasize how we expect players to be role models for children. Even if you're a 20yo with no kids you can make up a persona (keep details to a minimum, the point is to be relatable to the audience they think they want) who won't take their kids to games, or buy merch, or will support someone else.
The league lives and dies by ticket and merch sales. Make a point that you will hit them where it hurts using language they can relate to and can't refute.
