So I keep using the tag but I'm gonna say it outright – PLUTARCH HEAVENSBEE IS THE ALBUS DUMBLEDORE OF THE HUNGER GAMES. He is the man in an unquestionable position of power within the system working to use those on the bottom of the system (in Plutarch's case, tributes and in Dumbledore's, the muggleborns, half bloods and "blood traitors") to further his own goals without a care of how his actions affect them. He is a manipulative mastermind who *does not care* about the hurt of his actions if they can push the rebellion forward. Honestly the only thing that separates their character's styles of manipulation is that Plutarch is Fully Aware that he is the way that he is, and Dumbledore is Not; and this is directly supported by Plutarch in SotR. Plutarch is accepting of Haymitch's anger, and of the fact that he's A Villain because he's willing to be A Villain to overcome The Villain. He is a despicable character who spends 25 years furthering a system of violence and death in the vain hopes that he can absolve his sins by breaking the system from within. In a way, it makes Plutarch an infinitely more complex character because he's aware of the blood on his hands, as opposed to ignoring it– but at the end of the day, he *still* always chooses Capitol methods to achieve his goals.

Random thought I know a lot of people headcannon Woof from the trilogy as being Bobbin's brother but what if he's actually Woveys. In Woveys tribute profile, it's said she's cared for by her older brother (I know she mentions her mother in the film, but I think she was just reminiscing), so what if Woof is fourteen at this point taking care of a twelve-year-old Wovey? This still gives him enough time to be reaped for and win the 14th annual Hunger Games (he won the 12-19th games based on his age). Part of this comes from the similar sounds and origins of their names. This is just a random thought let me know what you think.
