Enobaria as the Queen of Arrows represents someone who is focused and determined. As a Victor, she is an accomplished woman who will not let anyone forget it. The Capitol sharpened and gilded her teeth to be reminiscent of how she won her Games. As our narrator, Katniss does not know how Enobaria feels about this, but regardless, her public persona is one that brandishes those fangs proudly. In private, her feelings may be complicated, but she is never without a weapon, and certainly never powerless. Though she is an antagonist to Katniss, at home in Two, she is hailed as a symbol of strength and likely acted as a Mentor since her Victory in the 62nd. She taught Two’s Tributes to survive, to achieve greatness, acting as an inspiration and teacher. Her presence fills a room with authority and dignity, holding her head high no matter the circumstances. Like Johanna, she does not shy away from showing her vengeful side and votes to put Capitol children though the same horrors she, her mentees, and others of her District experienced.

It’s okay to laugh at jokes making fun of Indians for their feelings towards animals or how they drive.
