Instructions: In a bowl, combine the chocolate cookie crumbs and melted butter. Mix until the crumbs are evenly coated with butter. Press the mixture into the bottom and up the sides of a 9-inch tart pan. Place it in the refrigerator to set while you prepare the filling. In a microwave-safe bowl, heat the heavy cream until it begins to simmer, about 1-2 minutes. Pour the hot cream over the semisweet chocolate chips and let it sit for a minute to melt the chocolate.
