Finding out details about David Brouillette, the ICE agent who murdered Joan Sebastian Guerrero in Maine, has convinced me that ICE is purposely hiring extremely violent and mentally unstable people who should not have access to guns so that when they inevitably kill someone in cold blood with no provocation, they can blame the individual officer and not the agency.
