I do not claim to be particularly politically literate, but I wanted to mention a current issue in Canadian politics. I am not trying to tell anyone what to think; I merely want to increase awareness about this issue, as I know Canadian politics do not always receive a lot of visibility on Tumblr. I apologize if any information is inaccurate.
On 10 July, 2026, Bill C-34 (the "Digital Safety Act" and the "Digital Safety Commission of Canada Act") had its first reading in Parliament.
The first reading of Bill C-34, in its entirety, can be accessed here.
The Digital Safety Act proposes to restrict access to pornographic content for anyone under the age of 18 and to prevent anyone under the age of 16 from accessing social media (among other things). These restrictions would be achieved with widespread age verification and age estimation. The Digital Safety Commission of Canada Act aims to "establish the Digital Safety Commission of Canada", which would be responsible for overseeing and enforcing the Digital Safety Act.
Section 22(1) of the Bill, with regards to pornographic content, states: "If an operator has reasonable grounds to suspect that a regulated service that they operate provides access to pornographic content, the operator must, in respect of that regulated service, implement age-verification or age-estimation measures that are adequate to mitigate the risk that children will be exposed to pornographic content on the service." (Children, by the Bill, are defined as anyone under the age of 18.)
Similarly, Section 27(1) says about social media: "Subject to section 29, an operator must, with respect to every regulated social media service specified by regulations made by the Governor in Council under subsection (5) that it operates, implement adequate age-verification or age-estimation measures designed to prevent a person under the age of 16 from being able to have an account with, or be otherwise registered with, the service."
The Government of Canada's article on Bill C-34, which may be easier to understand given its language, explains the age restrictions for social media proposed by Bill C-34 as such: "Regulated services will be required to implement age-appropriate protections and safeguards for younger users. This can include minimum age restrictions for accounts. For social media services, the government intends to implement a 16-year-old minimum age requirement for having accounts". This article refers to the combined Digital Safety Act and the Digital Safety Commission of Canada Act as the "Safe Social Media Act", so you may see that name used to refer to Bill C-34 as well.
To my knowledge at the time of writing this post (13 June, 2026), Bill C-34 does not specify what mechanisms will be used for age verification or age estimation (e.g., what types of information will be required to verify someone's age, how will information for age validation be provided to a service), nor how private and personal data will be stored (and by whom) or destroyed. Furthermore, I have seen no mention of what protections will be implemented in order to ensure that this sensitive information remains private (and not vulnerable to data breaches).
There are many reasons why someone might be concerned about Bill C-34. I strongly encourage anyone looking to form an opinion about Bill C-34 to read the Bill, which I linked at the top of the post, and to do further research.
If you are Canadian and are looking to express concern about Bill C-34:
