The bishop here is George Lavington, the Bishop of Exeter who was the Bishop of Exeter from 1746 to 1762. Mr. T I do not yet know the identity of, but he was a clergyman of Methodist leanings in and around the area of Bideford, England. This snippet is taken from a letter written by George Whitefield, the founder of Calvinistic Methodism in the UK, to his benefactor, Selina Hastings the Dowager Countess of Huntingdon, on 15th August 1749 while he was in Plymouth as part of his itinerating preaching tour of the south west of England.
