Wild conspiracy theory: Throk has been working for the Grimborns this whole time.
I sat bolt upright a few nights ago and wrote this. Stay with me, because I think I’m onto something here!
Defenders of the Wing
The Grimborns are able to sneak onto the island and steal the Eruptodon with no one seeing them carrying a huge-ass dragon to their ship. There's no way that they did that without some kind of inside help. Throk is following Mala around, but he is captain of the guard (or at least second-in-command to Mala). He would have been capable of incapacitating the guards, or ensuring those loyal to him were 'on guard' at the right time. "There should be guards here," says Mala when they discover the Great Protector is missing – we never find out where they went. Likely they just abandoned their post or went with the Grimborns, on Throk's command.

Throk is easily able to reach Hiccup once he's been taken by bounty hunters. The way he approaches Hiccup, menacingly and brandishing a knife, are NOT the actions of an ally! If Throk is working for the Grimborns, he's there to bring Hiccup straight to Viggo himself (perhaps Viggo didn't trust that any two-bit bounty hunter would be able to complete the job). The only reason this was foiled was because Krogan wasn't aware of Throk's loyalties, and stole Hiccup for himself.

Shell Shocked
Throk was assigned to guard Viggo on Defenders of the Wing Island.
When Viggo was taken off by Throk, his hands were manacled. But by the time of Ryker's attack, his hands have been freed. Why would Throk have freed his hands unless he was helping him?
Throk is told to keep Viggo locked down while the riders battle Ryker. But by the time they get back, Throk admits that he has slipped away. The only two explanations are that Throk is completely incompetent… or he deliberately released Viggo.
Ruffnut
All of his interactions where he's 'falling in love' with Ruffnut come across as insincere. Assuming Throk is still working for Viggo post-volcano, perhaps he has been told to get close to one of the dragon riders, in an effort to a) get more information about them, and/or b) separate someone who can be used as a hostage.
A man who is trying a bit too hard
In conclusion
I've always found Throk to be a bit boring, but he immediately becomes much more interesting if he's been a double agent this whole time! Perhaps he's the Defenders of the Wing equivalent of Johann – playing a long game to ingratiate himself into a community, waiting for the perfect moment to betray them for his own gain.
This is just a silly little idea! I doubt the writers intended any of his actions this way. But it's fun to think about!

Why couldn't Ruffthrok end up together at the end of RTTE?
I'll give you three reasons.
As with the others, the first reason is because Throk is a show character, not a film character. As such, it was his unfortunate fate that they'd be torn asunder, forever fated to be star-crossed lovers.
Second, as you saw in the Season 5, Episode 11 "Snuffnut", Ruffnut couldn't leave her brother, and Throk saw that and gallantly parted ways from her and wished her well (how manly of him).
Lastly, Throk couldn't abandon his duties in Caldera Cay, neither as Mala's right hand nor as the Great Defender's guardian. And Ruffnut, as she had when with the Wingmaidens, couldn't abandon her brother and her friends and family on Berk. So their respective duties and love for home and kin caused them to decide to separate.
Truly unfortunate, as they made an unusually compatible pair together. 😔

Several years ago I came up with an idea for a HTTYD RTTE edit but never got around to doing it; I lack the necessary editing software, skills/know-how, and time. I thought I'd share it here rather than it loitering in my memory, forever only a concept~
Anyway it's a (slightly parody? meme joke thing?) Throknut (Ruffthrok? idk) edit to "Can You Feel The Love Tonight" with Tuffnut and Chicken as Timon and Pumbaa respectively. (this is about the episode Snuffnut)
Details below the cut:
(I've formatted it like: (name of person whose line it's meant to be): lyric [my idea of what the clip or visual here could be] btw. probably obvious but I'm an overthinker and I don't post much so unsure if the formatting will turn out alright.)
Tuffnut: I can see what's happening [clip of Tuff spying on Throk and Ruff when he was hiding inside the stuffed yak]
Chicken: What? [Chicken squawks, head on one side]
Tuff: And they don't have a clue [gestures or folds his arms or smth idk, he looks cross]
Chicken: Who? [pecks at ground or smth, she doesn't care]
Tuff: They'll fall in love and here's the bottom line [idk what to put for this clip]
Tuff: Our trio's down to two [clip of him holding up 3 fingers then one of him holding up 2? maybe that time in Bad Moon Rising when he asks Chicken for a "high 3" and she leaves him hanging. does Tuffnut ever give the peace sign? bc that could work for 2. can't remember off the top of my head]
Chicken: Oh. [literally could not care less. if chickens could roll their eyes you know that she would be rolling hers. (side note: if anyone who knows anything about poultry sees this, pls confirm whether chickens can roll their eyes. much appreciated)]
Tuff: The sweet caress of twilight [clip of the Edge at sunset, bonus points if from the episode Snuffnut]
Tuff: There's magic everywhere [maybe the clip of Throk's Ruffnut topiary]
Tuff: And with all this romantic atmosphere [Throk down on one knee reciting poetry]
Tuff: Disaster's in the air [a clip of Tuffnut screaming at the heavens - if there isn't one in Snuffnut, I'm pretty sure there's one in Bad Moon Rising, or in that episode when Macey breaks and the Thorstons infiltrate Project Shellfire? Twintuition I think]
Romantic chorus starts (can you feel the love tonight? the peace the evening brings, the world for once in perfect harmony with all its living things): [something like Ruff and Throk standing together and Throk takes Ruff's hand, before camera cuts to a horrified Tuffnut scuttling away on all fours]
the rest of the song doesn't really suit Throk or Ruff so it kinda ends there. although the last verse (~in short, our pal is dooooomed~) could work?? idk anyway yeah that's all I've got. do you see the vision?
If anyone does see the vision, you're more than welcome to use this! and ofc you wouldn't have to stick exactly to what I've said here, this is just my concept. or if anyone knows of a pre-existing edit with this idea, please drop the link!!
(regarding shipping... this edit idea isn't meant to be a Throknut romantic edit, more of a Tuff-and-Chicken double act thing. I'm not a proper Throknut shipper (I'm indifferent to the ship, don't love or hate it), and ik they're not canon (Throk and Ruffnut never ended up together, and Ruff stated at the end of the episode that she didn't really return his feelings), but if any true Throknut shippers see this, then interpret this as Throknut as you want and ship to your heart's content. It's fandom after all, not everything has to be canon compliant.)
