Back when Optimus was Orion, he had a lot of excess energy, even after mining. That's one of the reasons he was sneaking out so much and doing a lot of parkour stuff. So, when the other minors really needed Orion to listen, calm down, and stay put, Prowl, Jazz or D-16 would frag him till he was mostly worn out.
Then, when Orion became Optimus and a political figure, the Matrix just added more energy to this already hyper mech. But now, he has to go to a lot of meetings where he needs to stay put. So now Prowl, Jazz and whoever else all take turns fragging him before each meeting so he isn't too hyper during them and actually stays put.
Originally, when Orion first became Optimus and had his first meeting, he kept away from the others who were aware of this arrangement as he was concerned about the power dynamic that him being the Prime could cause, and the moral issue of him having political/religious power over them. But, after the STRUGGLE of sitting through that meeting, a conversation was had and the agreement still stood. Just with a few adjustments.
