the thing is the endocrine system is like this all the way down. hormones are basically just a memo you're sending to all the guys in the factory that is your body. the memos can say stuff like "get bigger, you're not full size yet" or "get warmer, it's cold out." sex hormones basically say "be sexually mature/fertile, you're old enough to breed now" and do different stuff depending on which flavor you have. but your toes don't know that the memo is actually coming from a T injection instead of your reproductive organs. your toe doesn't check who's sending the memo, it just got the "become an adult man" message and said "alright, DNA says adult men have hairy toes, we're doing adult man now, everybody start making hair."

and your tdick is the same deal, it got told to become a clit by different hormones when you were in utero, so it's shaped a little different, but all the same parts are there, and so when it receives the "become an adult man" juice, it goes "oh shit! we're doing erections now! I've been slacking!"
