When you first listen to TMA it seems like the Institute's "No dream" policy is simply to cut back on the amount of false supernatural reports they receive. However, upon a relisten of TMA, the Institute's "No dream" policy is actually super messed up.
We know that giving a statement causes the giver to have awful nightmares that force them to relive their trauma for The Eye, and we also know that some people (obviously) want to lodge a complaint about that from the episode where the women complains about Jon scaring her in the cafe and causing her to have nightmares.
However, The Institute having a "No dream" policy means that anyone coming to try and talk about their nightmares is going to be shown the door. The Institute literally has a policy that stops people from being to officially document any trauma the Archivist's causes them.
It makes me wonder who made the policy in the first place, and if was something Jonah Magnus came up with, Gertrude came up with, or an Archivist before her came up with. I think the answer that makes the most sense is Jonah since being bureaucratically evil is his entire thing, but the answer that would be the most ironic is Gertrude since the policy would have stopped her from receiving this statement if Oliver was unwilling to lie.
It's interesting to think about for sure, and stuff like this really makes me love rereading the series. You never get to read something for the first time again, but you can find fucked up details that make you go "Wait."

Something that will always get me about MAG 92 is the fact that Jon gets dragged back to the archives visibly worse for wear. His clothes are ripped, heβs covered in dirt, his hair is tousled and knotted, he reeks of ozone, damp earth, and blood. He is clutching a horrifically burnt hand and his neck wound is still open and sluggishly dripping blood onto the collar of (Georgieβs) shirt. All of this, and only one single person bothers to ask if heβs ok, bothers to ask what happened. (βGoodness Jon, whatever happened to your hand? And your neck-β)Β
Then that very same person goes on to confess to two murders in front of you and all your co-workers. Not even Martin asks if Jon is ok. And then every single one of Jonβs assistants leave him bleeding, weak, and vulnerable in the hands of a literal murderer. Despite this, Jon canβt help but trust Elias, to need him, to ask him the most vulnerable questions because Elias is the only one to actively praise him. The only one to tell him heβs doing well, to make sure heβs ok, to care for him.

yknow I miss Statements Samama and his weird mix of unchosen one complex and apparently dozens of supernatural traumas and his complicated relationship with his ex and and his vaguely evil milf gf and his unanaesthesiatized emergency arm eyeball surgery that he only got through by curling up and screaming into his alternate universe ex gf's lap (when her version of him had left her widowed) and his pathological fear of skeletons. where is he where'd they put him.
