A bus may have only a couple of passengers, especially at the beginning or end of its route. But let’s also take fuel efficiency into account.

Also, a bus spends much more time in motion than a car. So it takes up less parking space, and if you take the bus, you don’t have to waste all that time looking for a spot, let alone paying for your spot. I’d call that a success too.
And about this “if the bus is full” thing… If the bus is completely full, it’s too small or the line isn’t served by a sufficient number of buses. (There must always be extra room in a bus in case someone needs to get on. Actually, lots of extra room on occasion, because at certain times and at certain stops there will be not just one but several moms with prams and/or wheelchair users trying (needing) to get on the same bus. Or what feels like hundreds of schoolchildren with HUGE book bags that are RIGID and have CORNERS and EDGES on their way to school or on their way back home.)
