that's a little misleading, actually. both men and woman started with bags, ex:

but many, including woman and men, began placing the pockets beneath layers due to: pick pockets. many could easily just take the pouch right off!

men wore the pouch under jackets and such, women under their skirts, often cutting slits into their skirts to reach their stuff

but in the 16th-17th century the modern pocket was made, being sewn into jackets and such! the only issue, they were sewn into mens clothing, not women's, but hey! women still had their handy dandy little pouches!

well, they would be handy dandy is you ignored the fact that pick pockets could still cut through a woman's dress to simply cut the rope attaching the two pouches together then taking the pouches, stuffed to the brim with valuable items. this way of pickpocketing often injured the victim with the knife.

but moving on,

now, in the 1900s there was Marie Antoinette, here's what she wore:

anyways, because of this situation, women didn't really want to dress so much like Mrs. Antoinette after that, so surprisingly quickly the fashion trend became this:

you'll notice how much less petticoating there is, how they wanted a slim figure, which meant no bulges. and women carried A LOT in their pockets, like, A LOT A LOT. perfume, mirror, comb, notebook, pin cushion, snacks, alcohol, a knife, thimble, keys, glasses, gloves, pencil cases, jewelry, literally EVERYTHING.

so that would leave quite a bulge in such a pettycoat-less dress, so they responded with the purse:

called a reticule, not a purse by the way. but this stored all their stuff they wanted.

however.

sexisim.

a small reticule was a sign of prestige, meaning you didn't need to Cary anything too important. having a small one meant you didn't need to carry much if anything. so women got small ones, not so sutbley encouraging them to stay home where they didn't need to carry anything at all really.

plus there was some drama about women stealing things and/or carrying guns in their reticules.

plus I think there was something about some women steal ducks of the street.

anyways, EQUALITY TIME! once the fight for womans' rights and equality became more prominent pockets were a big thing, just like today, so it became very popular to learn how to sew large pockets into your clothes! something I very much recommend today. many people fought for woman's clothing to become more practical, no corset, more pockets. some even began wearing pants! which made it much easier to, say, ride bikes!

Your best bet for getting something like this that will last is the mediaeval cosplay/larp world on Etsy or from dedicated stores. Buy real leather or cotton/linen if you're serious about a bag like this.
