Binghe's options for handling Liu Qingge in terms of his 'resurrect shizun' plan are:

1--Shen Qingqiu wakes up and Liu Qingge is dead. Bad. Even if Binghe can make it seem like he had nothing to do with that, Shizun has already shown an inclination to blame him for things he hasn't done. He would suspect Binghe of killing Liu Qingge, and would be extremely upset, possible even inconsolable.

2--Shen Qingqiu wakes up and Liu Qingge is alive but not allowed to see him (because he's infected with blood mites and Luo Binghe is forcing him away). Difficult. Shizun will want to see his martial siblings, and will be suspicious and unhappy if/when he is barred from doing so. This is a last resort kind of measure.

3--Shen Qingqiu wakes up and interacts with Liu Qingge and figures out that Luo Binghe infected him with blood mites (probably because Liu Qingge blabs). Also bad. Now Binghe is the evil demon who used his abomination powers on the righteous war god and tainted Shizun's beloved shidi with his dirty blood (Binghe has no idea how much bullshit Shen Qingqiu packed into that whole 'Heavenly Demons are a special kind of evil' speech).

4--Shen Qingqiu wakes up and Liu Qingge is completely fine with not one single bit of permanent damage done to him, and is the violent aggressor attacking poor Binghe over and over when Binghe only wants to resurrect his master, but even so Binghe has not harmed him. Good. Binghe looks heroic and virtuous and Liu Qingge looks both insensitive and incompetent.

My other reason for thinking he did was as insurance. The fact that LQG and LBH fought for five years and Liu Qingge never won is an indicator that LBH's power levels are more than up to the challenge... but the stakes are also really high. Luo Binghe has to win fifteen hundred times; Liu Qingge only has to win once, and Shizun would be out of resurrection reach for good. For Luo Binghe, I can't see confidence or arrogance completely overcoming the fear of that outcome. I can't even see fear of losing Shizun's good opinion, years down the road, overcome fear of losing Shizun forever.

So I think he did dose him. Sneakily. One or two drops at a time, over the course of a few weeks. Liu Qingge probably never knew.
