Post 1066, the language of nobility was French, and the language of the working class was English.
Since both English and French speakers needed to understand legal matters, a word from each language was often used to aid understanding: (right arrow emoji)
'breaking and entering' breaking = English entering = French
'will and testament' will = English testament = French
Legal doublets later were formed using only one language but kept the legal-sounding two-word convention:
'cease and desist' cease = French desist = French
'to have and to hold' to have = English to hold = English
This is also one of the reasons we have both 'attorney' and 'lawyer' to mean the same thing.
