Paintings cost a lot of money. For a good quality piece, an author or the publishing house might drop $3000-5000 for the commission and the rights to the final image for the extent of the work's copyright.

Some authors are so well known that they don't need the eye catching image any more, even though their publishing houses could definitely afford it. Looking at you, Nora Roberts!

Still others have found it's just way cheaper to buy the rights to a photo for $100 and then slap some photoshop on it (this is the route I did with my self published book.)
