If they took the time to animate the hair in Brave they could have animated her curls. They just didn’t give a fuck.

Except 3D and 2D animation is completely different, and Merida is animated by Pixar while Tiana is animated by WDAS. If they didn’t give a fuck they wouldn’t have even draw concept art like this. Obviously animators WANTED Tiana with natural hair but it just didn’t work out for some reason or another. She still has natural hair it is just in a bun all the time.
