Is she though? She’s never stated or shown to own anything you’d have to be a billionaire to own. We can really only estimate her wealth based on the alimony she pays Heinz, and he doesn’t own that whole building, he just rents the penthouse. The island lairs with the yachts and jets are always stated to belong to other evil scientists that are letting Doof borrow their stuff, normally he travels around on that dinky little floating platform he built himself. He builds all his inators himself so his only real expense other than the unionized chorus girls is the construction materials and maybe electricity, and if you’re arguing that he’s a billionaire based on the construction materials then you must also conclude that Phineas and Ferb are billionaires.
