I think it comes down to whether one experiences it as something that impedes ones life like preventing to function "normally" on an every day basis.

Normally of course being a difficult term here.

I don't think that being unable to function in a society which has not been structured around your needs is a disability in itself.

But since that is what is generally expected it can for all intents and purposes as one and is as such treated as one as well.
