The song definitely was written to feel like a waltz. The last note in the chord repeats to keep in 4/4 time, but the emphasis is placed on the 1st beat instead of the 2nd and 4th (which is more common in 4/4). To me at least, 3/4 feels like a more fluid time signature, while 4/4 is more exact and methodical. The cogwork dancers were intended to feel as alive as possible, to the extent that the green prince’s lover was put into them, but they’ll never truly act as natural beings. Their dance is almost a waltz, one that the princes could have danced in life, but that extra beat keeps them grounded in their mechanical shells, a reminder of their set routine.
