Expansion Foundational Offers (EFOs) must be accepted by the player chosen, unless the player is offered that from multiple teams. Foundational Player Offers may be accepted or denied. However if they’re denied, the player must sign a contract in phase 3.

I recognize that it’s likely that teams are submitting similar lists and the player may be the one choosing, hence why some players may appear on multiple lists. Ideally only EFOs are announced today if anything is announced today. I assume EFOs will be announced prior to FPOs but there’s a chance the league waits to announce it all at once.
