Cleo's old master died while Oakhurst was besieging his fort. Cleo rallied the defence and inherited it by claiming to be his bastard. And that would have all worked out well and good if Kastelo had not proceeded to lose the war. Oakhurst's nobility would now very much like it's enemy to not have control of a strategic fort, no matter what she did for the surrender negotiations. Oakhurst's nobility would also very much like to put the common-as-muck mercenary general Pearl Wolfsbane out of the way somewhere, so she can't decide to bite the hand that's stopped feeding her.
