Secondary gender is established at birth through blood tests, though doesn't present fully until young adulthood (normally between 18-23).

Techno is an omega, and the rest of SBI are alphas.

So they basically know the entire time that he's their future pack omega. Wilbur presents when he's 21. Tommy presents very early, he's barely 18. But Techno is a bit of a late bloomer and presents when he's 23 (Wilbur is 25 already a that point and Tommy is almost 20).

Wilbur and Techno are home alone when Techno presents. Wilbur knows he should immediately call Phil, since he's the higher ranking alpha in their pack. But Wilbur is a bit of a petty bitch and while alphas are usually not super possessive when it comes to sharing their omega with the rest of the pack, he does see an opportunity to be Techno's first. So he does not alert Phil, and rather claims Techno and fucks him and then helps him in the nest and takes care of him for a bit, before finally texting Phil.

Phil rushes home, honestly in an outrage, though the moment he enters, he's instantly honed in on Techno instead (and very aware of the fact that a recently presented omega would definitely have a panic attack if their pack alpha came in and started exuding anger and fighting with another pack member. So Phil pushes it down, vowing to get back at Wilbur for it later). He joins Wilbur in fussing over Techno, making sure he's settled, and then also fucks and claims him so Techno can rest a bit before Tommy gets there. All alphas in the pack need to claim the omega (through a permanent bite left somewhere on their body) within 48 hours of them presenting or the pack bonds will degrade.
