one of the things i love about that first scene with mav and penny is how EARLY he actually puts his phone on the bar. and you KNOW penny clocks that, but she doesn't ring the bell. she's watching, waiting for him to do or say something to deserve it. she would've let him go scot-free, even after her gave her that look. but then he says "you look good" after she said "let's not start this time", and she gets this look on her face like, yep, there it is. same old maverick. can't stop flying, can't stop flirting. THEN she rings the bell.
and he reads the sign, and he thinks it's because of the phone, BUT IT'S NOT, not really. and i love that penny does this, and i love that it's a consequence he receives for breaking a rule (both the hard deck's with the phone, and penny's by continuing to flirt) EVEN THOUGH SHE'S JUST DETAILED HOW HIS PUNISHMENTS NEVER STICK AND BOTH SHE AND THE NAVY ALWAYS WIND UP TAKING HIM BACK
