Reserved CERC orders put Inter State Transmission System priority under review
Inter State Transmission System queue discipline is under regulatory review after three developers argued connectivity-related cases before CERC on 29 June. Serentica Renewables, Gamma Renewables and Pace Digitek are all waiting for reserved orders that will shape how GNA closures and bank-guarantee deadlines are applied.
In the Serentica and Gamma matters, the developers challenged CTUIL’s 3 March closure letters for January connectivity applications. They asked for restoration without loss of priority under the GNA Regulations. CERC refused interim relief because the matters had already been argued and the petitions were filed after a three-month gap from rejection.
Pace Digitek’s case is linked to a 100 MW solar-plus-50 MW storage project at NP Kunta pooling station in Andhra Pradesh. The project’s connectivity dispute turns on a two-day delay in submitting bank guarantees after an in-principle grant dated 27 March. High Court protection remains in force until CERC decides.
This is relevant to Power sector reforms because procedural compliance now controls transmission access. EnergylineIndia.com records that Inter State Transmission System cases will decide how strict CTUIL gatekeeping can be. Inter State Transmission System queue priority may survive or fail on reserved orders. Inter State Transmission System rules also affect Transmission charges planning. Inter State Transmission System developers need clarity before financial closure.
