No, he hasn't always been mute. It happened shortly after he was sold to Caroline.

See, buyers can make requests for the training of their slaves, and while surgical modification is technically illegal, slaves don't have any way to report it, so it happens. Every auction house has its limits, but they're not often strong. Especially if the owner has a lot of money.

Caroline paid the auction house £10k to render Lucan totally mute in a way that didn't damage his appearance. She wanted him to obey and look pretty, making noises would just be a nuisance.

So the surgeons at the auction house removed his vocal cords.

(Fae anatomy is slightly different to humans', in that it's possible to remove their vocal cords without them requiring a stoma afterwards)

The first time they spoke had been their last.

"Everything is so beautiful," they'd said, metal flexing, buzzing, and chiming within them to approximate speech.

Their maker had frowned. "How did that happen?" he muttered, disabling them.

It was freezing. That was all Felix knew as he was jolted awake, gasping for air until he realized he wasn't actually underwater, although he was soaking wet.

"Wake up, mutt." She snapped at him as he shook on the floor, resembling a chihuahua in a snowstorm. Despite the shock of the cold, he was unimaginably tired, and the familiar fatigue in his body anchoring him to the concrete floor. He flinched as his eyelids were pried open, movements too sluggish to stop her as she shined a light directly at his pupils. He blinked wearily when She let them go and watched her stand back up, backtracking a few steps to stare him down.

Once it was taken out, maybe a day or so later, whumpee tried to speak but whatever had been in their mouth made them unable to say a word.
